The Library of Utena University of Applied Sciences operates in accordance with the Constitution of the Republic of Lithuania, resolutions of the Republic of Lithuania Law Library, Utena UAS Statutes, the resolutions of the Directorate, the Director orders and regulations.

modern and contemporary regional information center to help realize the targeted non-university study programs, corresponding to the information needs of the community college and open to the public, merging with the country's academic library structure.
The mission of the Library
To develop the information user, who is able to work under conditions of rapid technological change;
Create an impression library services and image;
Complete books and information media, which contribute to the study programs provided for didactic purposes, improving the quality of self-learning and teaches students to actively seek, critically evaluate, analyze and process information.
The purpose of the Library
Utena UAS Library is a Lithuanian colleges Library Association (LKBA) Lithuanian Academic Libraries Information Infrastructure for Science and Higher Education Development and support (LABIIMSPP) Consortium (www.labt.lt/Konsorciumas) and Lithuanian Association of Research Libraries (LMBA) (lmba.lt) member.

- Monday: 8:00–18:00
- Tuesday: 8:00–18:00
- Wednesday: 8:00–18:00
- Thursday: 8:00–18:00
- Friday: 8:00–15:30
- Saturday: closed
- Sunday: closed
- The Readers of the Library can use the ALEPH catalog, subscribed electronic databases.
- The computers in the library may be used by students and other readers.
- The readers of the Library can print and copy of the copy machine.
