NOTE: According to the new resolution, the restrictions of crossing the state borders are lifted for foreigners coming to Lithuania for study purposes.

The proposal by the Ministry of Education, Science and Sports to allow foreign citizens admitted to study in Lithuanian higher education institutions to enter the country was approved by the Government during a meeting on the 12th of August 2020. 

The recommendations of the European Union noted that hosting higher education institutions must guarantee the opportunity for foreign students to attend the classes. Student mobility for research, studies, and traineeships is one of the most important criteria for making such a decision.

According to Algirdas Monkevičius, the Minister of Education, Science and Sports, “as the beginning of the new school year approaches, there are many inquiries about the arrival of foreign students. The Ministry supports this decision, which will allow further internationalization of studies. However, those higher education institutions that will host the international students will have to ensure all the necessary measures to prevent the further spread of COVID-19 – self-isolation of students, provision of personal hygiene measures, flow regulations, etc. That is the most important condition.”

It’s essential to notice that students will be allowed to come only to those higher education institutions that will ensure conditions raised by a state of national emergency such as the provision of a special means of transportation from the airport, to ensure the conditions for self-isolation and testing for COVID-19. Therefore, foreign students admitted to higher education institutions of Lithuania are advised to keep in touch with their host institution to get the detail information concerning these requirements.  

NOTE for Erasmus exchange students

In case of force majeure situation, when possible, a blended mobility approach is encouraged, i.e., to start with a period of virtual mobility abroad, to be combined with physical mobility abroad with a minimum duration as set in the Programme Guide.

  • In case of force majeure situation, the duration of the physical mobility period can be reduced or cancelled and be replaced by an extension of the virtual mobility period.
  • Periods of interruption between the virtual and physical mobility periods are allowed, provided that the activity is carried out within the mobility project duration.
  • During the “virtual period,” the participant does not receive a grant (Individual support). Once the physical mobility period starts, the participant is entitled to get the regular grant for the period abroad.
  • These activities will need to be confirmed with supporting documents to verify participation. Virtual and blended mobility activities can be confirmed by the Transcript of Records.
  • Both periods (virtual and physical) count towards recognition of learning outcomes.

It is of high importance to get information on the virtual and blended mobility possibilities from your home and the host universities before you travel to Lithuania.
